Abstract

The present work tries to determine how the breach of the legislator regarding the constitutional mandate of 2012 in article 4, to issue the General Water Law, violates the supremacy by leaving the constitutional text without efficiency, thereby configuring an obvious legislative omission that it must be declared and, where appropriate, corrected.
